Try typing "help "lucky's journal" 4" and "help "lucky's plans" 4" (without the outer quotations) into the console. If that doesn't work, try typing in "help lucky 4" again without the outer quotations. Page up through the results until you find the ID for the plans and the journal then use the player.additem command.
