I'm not very pleased with the traits of Quarians and Collectors, but those are the best options for me.

-Government: Military dictatorship. Cerberus focuses a lot on military, and this combines that with an autocracy.
-Ruler title: for this one, just put a space, ex. " ". This way, the name of the ruler will show up with no title.
-FTL Method: warp. Warp should be used for all because when not using mass relays, ships fly trhough clusters by shrinking their mass in efectively a bubble, similar to warp.
-Weapon: Mass Drivers.
-traits: enduring(in canon, humans usually live 150 yrs due to irradication of disease), Natural sociologists(they do alot of biotic and biological experiments), talented, and finally repugnant(cerberus is widely disliked)
-graphical culture: mammilian ships
-cityscape: mammilian cities
-Ethics: xenophobe(higher place for humans no matter the costs to other aliens), materialist(often known for their strange experiments), militarist(obvious choice).
I prefer Despotic Empire because Cerberus leadership is always talking about "salvation demands sacrifices" and that kind of crap. In Mass Effect 3 they are mainly a military organisation because of the Reaper War, but before that the military branch of the organization was very small, as it is shown in ME 1, ME 2 and the novels.
Also, Batarians, Turians, Quarians and probably Volus and Elcor all lives about 150 years. It's the standard lifespan in Mass Effect. And biotics it's more like Physicians.
Nitpick, but that's not quite true. The Courts of Dekuuna (elcor) and the Illuminated Primacy (hanar) also lack species names. IMHO, I would keep it simply as the Systems Alliance, since that's the canonical name.
True. But I would call those governments: "Elcor Courts of Dekuuna" and "Hanar Illuminated Primacy". That way, they sound better to me. Every time I hearded someone in the games saying "the Alliance" alone, but on the other hand mentioning "the Turian Hierarchy", "the Batarian Hegemony", "the Salarians Union", "the Vol Protectorate", etc... instead of simply "the Hierarchy", "the Hegemony", "The Union", "the Protectorate"... they always sound to me like human-centrism. And there is a great deal of ♥♥♥♥♥♥♥ human-centrism in Mass Effect.
Actually, in all the ocassions in ME3 the Hanar government is named, it has "Hanar" add to "Illuminated Primacy".
About the Salarians, I couldn't decided between the Despotic Hegemony and the Science Directorate. I have choosen the first because they're ruled by a feudal government system and because officially science has nothing to do with the Union. Also, Despotic Hegemony allows a quicklier development of technologies.
As for the Turians, I have choose Military Dictatorship because in the other 2 the ruler is voted, but the Turians don't do that. They choose someone to rule for his merits.
About Humans, I just have followed the vanilla game, except eliminate the Nomadic trait (I think only the Quarians should have that trait).
But of course, this is all just my opinion.
Or a Fallen Empire. But no playable. Like Cerberus (shouldn't be represented as an Empire) and Quarians (should be Nomads).
Yes, I'm a bit confused about that. On one hand we are said that each cluster has its own Primarch, and that the Hierarchy is ruled by all of them together. On the other hand, in ME3 the Primarch of Palaven appears to be more important than the other Primarchs (which makes sense for me) and the head of state of the Hierarchy. I don't know what suits better for the Turian government.
True. I have changed their government to Despotic Hegemony, though the correct form of government for Geth is Moral Democracy (which is impossible to choose because of the Ethics). Also, I have put Science Directorate for Salarians as LostInACave said. Thinking about it, I realized that an oligarchy government is probably better for Salarians, since only the females (10% of the population) are in charge of politics.

I still think that the Hierarchy would still be a Military Junta, since to me it just seems like the Primarch of Palaven is the head of a council, with other Primarchs still having a say, which kind of be like the player (Stellaris) playing as the Palaven Primarch, and the other Primarchs coming in to vote on who succeeds you after the 50 years of power.
Right. Is better represented as a Military Junta.
