Just spit balling here, if there is mod out there that already does that, please point me in its direction.
As for too many things taking away political power, I don't think so. It should affect the way you play, you shouldnt be able to use all the high level laws at once AND of course you can choose not to do a national focus too (certainly about 1942-3, they're mostly unnecessary anyway IMO). It should be a choice you have to make.
since thats mod is based around peace-time it would make it a lot more interesting
