fmod_vehicle_max_dist permanently set to -1

I'm not sure why but the fmod_vehicle_max_dist is permanently set to -1 which stops the NPCs entering my vehicle, I think it broke when I tried setting it to 1000, I tried using sv_cheats 1, uninstalling and reinstalling the mod, restarting my game, and verifying
