On hit slows target to 60% for 5 seconds, if critical, stuns target for 3 seconds. +30% weapon switch rate. +20% walk speed when equipped. 100% critical chance if target is on fire. -25% damage. +20% damage vulnerability.

This is just what I personally think would be a very fun, balanced weapon.
