At the very beginning, TF2 weapons used to have 2 kinds of models - viewmodel for the first person view (as you called it - hud model) and world model for the third person view. But that didn't last long. Even very first new weapons of class updates started to use only one model for all the views and purposes. Most of stock items were updated in such a way with time too.
So, this item and most likely all the others you considered not fully finished, actually are finished.

But I still like to see what it looks like in firstperson, its what i would be seeing most of the time if i was using it, but so many creators just leave it out as if its not important, perhaps its just me but i find it reall important to show if you are going to show off a new weapon
