Cannot Get MOD To Load With Game
At my wit's end. Hopefully, someone may have an idea of how to fix this, otherwise, it appears that I am doomed.

Two or three nights ago, I had the bright idea of installing a clean version of Windows 11 on my PC. Just so you know, I already had Windows 11 [installed over 10] and the game and mod worked just fine. Not anymore. :-(

Then I installed Steam & HOI4.

I had/have HOI4, build 1.11.4 installed, and have a "playset" that uses Total War along with a small mod [Recall Volunteers]. Even though I have the 2 mods activated, only the base game loads.

I have all DLCs enabled [including No Step Back]. I have tried uninstalling the game completely, rebooted, installed again, unsubscribed from the mods and then re-subscribed, cleared the cache, verified files, tried without the Recall Volunteers mod. Tried these things in various combinations, multiple times. No matter, only the base game loads [no errors]. I tried the open beta ,,, same results.

The only way I can play TW is to revert the game to 1.10 & use the legacy version of TW.

So, what now? Any suggestions appreciated.

Try to install anither game and start it. When i installed wind 11 i missed some files to play games (so i installed them from browser) If another game works fine than its other problem)

I have restarted many times. Only the base game loads up. No sign of Total War.

It kinda sounds like you have an old mod file, happened to me a few years ago, game thought it had a mod but the folder was empty(but in your case filled with old files), i fixed back then by unsubbing to the mod, finding the mod file in some where in here S:\SteamLibrary\steamapps\workshop and deleting the file, then resubbing to the mod

@2D_SIZe Any other game works, even HOI4 w/NSN, just not WITH Total War mod. @Khenmew Not sure what you mean. In the launcher? The location you indicate looks like it's pointing to the location on my PC [except the S:\ part]. I have unsubscribed quite a few times. I have never fully understood the steam folder. In any event, I did a second clean install of Windows 11. I get the same results. I have to play 1.11.4 with no mods [vanilla] or roll back to 1.10.8 with Total War Legacy. Those are the only ways I can get the game to work properly. Only the latter is acceptable for me. I've now re-installed most all of my software, so a third attempt at wiping my disk & putting down a clean Windows 11 is not in the cards for the foreseeable future. I'm not sure if this is a Windows, Paradox, Steam, or TW issue ... or, just my own personal creation. Hoping one day, it will magically resolve itself.

The S:\ is the disk i have my workshop on, your disk will prob be C:\

hearts of iron will be the folder 394360 I'm not sure what folder inside that would is the total wars mod, but if your desperate could delete them all and then unsub and resub to all your mods and the files should be reacquired

@Khenmew I have attempted this. Not sure what I deleted - all kinds of stuff in the workshop directory - then rebooted, resubscribed, only the base game loads. I didn't think that it would work as the reformatting would have erased all that stuff anyway. It was worth a try. Thanks!

A gentleman on the Paradox forum suggested this:

- unsubscribe from all mods in BOTH the Steam Workshop and the Paradox mod site mods.paradoxplaza.com
- delete the folder Documents/Paradox Interactive/HOI4/mod/
- delete the file Documents/Paradox Interactive/HOI4/mods_registry.json (if present)
- delete the file Documents/Paradox Interactive/HOI4/launcher-v2.sqlite (if present)
- run the game up and check the launcher is okay with no mod or other errors
- subscribe to a few mods

- run the game up and see if those mods are now available to you.

It didn't work, but it did put me on the correct path. I'm not sure exactly what I did to fix it [it was very late last night, early this morning, actually, and I had tinkered with so many things], but I can play Total War again with 1.11.4.
