Pocket Processor
Possible Stats?
I think this would be a good idea, since the Engineer has a slot in his loadout that does absolutely nothing whatsoever right now.

My stat idea:

Allows the wielder to build a "Mini-Dispenser". The pros and cons of this Mini-Dispenser are listed below:

Pros:

-40% Metal Cost (costs only 60 metal instead of 100 to build it)
When deployed, it constructs 100% faster (AKA twice as fast)

Cons:

Cannot be upgraded past level 1

What if the mini-Dispenser had:
+constructs quicker and costs less (same thing you suggested)
+40% quicker ammo gathering
+10-40% quicker healing (or slower healing)
-25% lower ammo capacity
-can not be upgraded (still)

What do you mean by "-25% Ammo Capacity"? Dispensers have unlimited ammo to give out. Do you mean metal?

I like it, goes with the mini-despenser well. Ugh, I already hate the Gunslinger-Pocket Processer engies.

Mini Dispenser: Built twice as fast for half metal, provides half rate of heal and ammo, stores half as much metal max, half health, cannot be upgraded.
pros:

+ allows you to build mini dispensers
+ allows you to put up two spy camras to see if there are spys near by
+ 50% faster building speed

cons:

- each camra needs 150 metal to be built
- 5% slower speed
- 10% teleporting speed

Spy Cameras, now that's a nifty idea! :D

I'll make some new stats (replacing the old stats) incorporating those:

Neutral:

Allows the wielder to build Mini-Dispensers instead of normal Dispensers (Their stats haven't changed; they're just carrying over)

Positives:

Allows the wielder to build a "Security Camera" at the cost of 80 Metal (it doesn't replace any buildings; it's an additional building). This Camera scans an area in front of it (similar in how a Sentry Gun moves) for enemies, and will sound an alarm if an enemy is spotted (It will be fooled by Cloaked and/or Disguised enemy Spies, however). Another thing to note is that it has the same amount of HP as a Dispenser, and can be upgraded to a maximum of Level 3, with each upgrade giving it more range on it's scans, along with more Health.

Negatives:

-20% Metal Capacity (The Wielder can only carry 160 Metal insted of 200)

I'd say:

-50% heal rate from dispenser
-25% ammo from dispenser
(This is off topic, but imagine this thing with the Gunslinger. Would it be overpowered?)

I would say no, the reason being is that although they are so cheap having them not be able to upgrade would balance them out.

Also you might consider to lower the mini dispenser's heath by some amount.

I have two ideas for Teleporters:

1) Re-Skin them to look like upside down UFO's
2) In my opinion, building teleporters are very tedious
and engineers rarely build them
