What do you mean by "-25% Ammo Capacity"? Dispensers have unlimited ammo to give out. Do you mean metal?
If you mean metal, yeah, that would be fairly balanced, I think.

cons:
- each camra needs 150 metal to be built
- 5% slower speed

I'll make some new stats (replacing the old stats) incorporating those:
Neutral:
Allows the wielder to build Mini-Dispensers instead of normal Dispensers (Their stats haven't changed; they're just carrying over)
Positives:
Allows the wielder to build a "Security Camera" at the cost of 80 Metal (it doesn't replace any buildings; it's an additional building). This Camera scans an area in front of it (similar in how a Sentry Gun moves) for enemies, and will sound an alarm if an enemy is spotted (It will be fooled by Cloaked and/or Disguised enemy Spies, however). Another thing to note is that it has the same amount of HP as a Dispenser, and can be upgraded to a maximum of Level 3, with each upgrade giving it more range on it's scans, along with more Health.
Negatives:
-20% Metal Capacity (The Wielder can only carry 160 Metal insted of 200)
When equipped, player can only build mini-dispenser:
+100% construction rate
-50% metal to build
-50% heal rate from dispenser
-25% ammo from dispenser
(This is off topic, but imagine this thing with the Gunslinger. Would it be overpowered?)
I would say no, the reason being is that although they are so cheap having them not be able to upgrade would balance them out.
Also you might consider to lower the mini dispenser's heath by some amount.

I have two ideas for Teleporters:

1) Re-Skin them to look like upside down UFO's
2) In my opinion, building teleporters are very tedious
and engineers rarely build them
