Use this Command in your Game.ini:
NPCReplacements=(FromClassName="Raptor_Character_BP_Core_C",ToClassName="")
This will disable the normal ''Utahraptor'' completely form the Map.
But you don't need it anyways. So It's a good compromise.
WARNING: For some reason, it will also deactivate the Deinonychus Spawn. Make sure you tame some for breeding, before changing the setting, or spawn it in per command!
The Problem what is the DinoNameTag for the Raptor_Character_Core ????
DinoSpawnWeightMultipliers=(DinoNameTag=Raptor,SpawnWeightMultiplier=0.01,OverrideSpawnLimitPercentage=true,SpawnLimitPercentage=0.25)
where spawnweightmultiplier is how much dinos to spawn(number), but SpawnlimitPercentage is the % of spawn of all creatures - at my example is 25% of the time will spawn raptor. With your examples you did 2% of spawn but don't reduce the number of spawned creature, wich mean that you still have full number of the allowed raptors
