I can`t upload end tier creature (primordial, supreme, darkness etc.)

Is this bug?

If you're trying to use them to take on the Obelisk bosses, they won't work. As far as uploading them to send to other servers, I don't know if it's possible as I haven't tried that.

The only dinos that I'm aware that you can take into the Obelisk battles are vanilla creatures.

It says in the patch notes that it's enabled, but that doesn't seem to be the case. If you want a workaround, the Dino Storage mod will let you store them in items that can be carried around and transferred between servers/single player games, then released.
