Extinction Core cannot be updated with the new Extinction DLC dinos/items until the Devkit is released. As this is something on WC's end, there is no real ETA on when this will happen.

What about enabling/disabling the extinction engrams? I can't seem to get any of those w/ mod loaded.

it's not content, the engrams are disabled by the mod, along with a lot of other vanilla engrams, because they have been replaced, he doesn't have to replace the vanilla extinction engrams, just enable them until he CAN replace them.
