gang take over- allow gangs to take over prision sectors and guards will avoid it untill retake the area

Probably my favorite option would be to change the loadout of all your staff, so I can equip my workmen with batons, and my administrators with pistols.

A way to disable metal or wood for workshops, so you can only order metal for licence plates and logs for beds.
Fix the delivery so it dosen't teleport the resources to your delivery zone.
Finially, a mod to enable staff needs to all staff like workmen, cooks, and admins. Not just guards.
