Could you please explain why having a collection with 5 mods should be more convenient/easier than one with 30! I never really got that.
Which kind of server do you have/Which server tool are you using, that the number of characters in the init line is limited?

First on all, I don't really see how it's relevant that not all mods you're using are on steam. And I'm sorry but I don't really get what you were trying to explain to me.
I generally deny every request, to reupload BOC to any public mod source (Steam Worshop, Armaholic, etc.), because there is a "official" version kept up to date by me. There were (and probably will be) a few exceptions to this rule, which I only granted, because we couldn't come up with another solution than reuploading.
A little bit more ease of use isn't one of those things.
Arma3Sync and similar programs is another story. Of course everyone is allowed to add BOC to their A3S repo (for example) because it isn't a public mod source. Private mods on the steam workshop is still not allowed, because the steam workshop is public.
Under these circumstances I can't allow you to reupload it.
