Legendary tools yields less resources

So i made a legendary Genesis Mining Drill with 280% damage. Now i get 150-ish metal from a metal spot instead of 420-ish. Lowering damage back to 100% didn't help. Any tips, instead of savaging legendary drill and making a primitive one?
