From what I can guess, there was a global conflict, and the UDC are the remainders of the UN, garnering support to try and dominate and order the nations post-conflict, the Red Eye, being related to communist and less democratic countries, became disgusted with the UDC and began opposing them.

During the new conflict, the final faction was formed, as essientially a militia of countries who despise both sides and want to be independent.

I believe The Red Eye is based off of the Nazis, due to the red arm band, leading me to believe they were Fascist.

Yeah, and you can vaguely see an outline of an eagle on the armband in the pic.

What i believe is the cold war went nuclear, but the nukes didnt actually hit any civillian or industrial targets, only silos because the russians and americans wanted to have a suprise strike against the other and make them have a unconditional surrender, and they basically did it at same time but the nukes they were not using on silos were sabotaged by the grandfather group of the final faction (the democratic rebellion or whatever its called) in order to stop nuclear weapons from killing civillian targets and/or industrial and at the same time rid the world's two super powers of their ability to use M.A.D. (mutually assured destruction, search it up on the internet) and so basically it turns out that hitler actually WAS alive and took over russia and named the new armies The Red Eye and whatever, making it red to help stop communist uprisings a bit. The UDC is pretty much america and the final faction are from bits of south america (drug cartels didnt want to get involved in the whole world war in places other than south america) and africa (wanting to become completly independent from things like apartheid, being a colony of britan and whatever, etc) and basically japan, austrailia, new zealand, resitence groups in europe and china were inspired by the saboteurs of the nukes so they formed the final faction. This is all i can guess since it has the same weapons as vanilla RWR.
