Well France sold Lousiana to Spain in real life before the independence war, and in this timeline instead of getting it all back from Spain they only negotiated to obtain the Mississipi area as it was their only place of interest even in real life. They didn't care for central North America at all and wouldn't have invested ressources in keeping it. I'm Québécois beliebe me when I say they didn't care about North America rofl
I.E. Georgia was a prision colony, so it should get events that involves putting prisoners to work in either the army or the feilds.
New York was (and is) the hub of immigration to America, so it should get events to immigrants.
Pennslyvania is considered to be the birthplace of the revolution, so it should get more liberty inspired ideas.
North Carolina being the tar heel state gets troop buffs.
So on and so on...
Small things to make each state unique to play as.
Have events to either apease the world powers or kick them off your land once and for all.
