Report a translation problem
If you want to change a mod's settings, you'll need to edit the configuration file ("GameUserSettings.ini") on your server. Some web hosts let you do this through their control panel, but you can usually just FTP into your server and download/edit/re-upload the file yourself.
The file can be found here:
Windows Servers --> ShooterGame/Saved/Config/WindowsServer/GameUserSettings.ini
Linux Servers --> ShooterGame/Saved/Config/LinuxServer/GameUserSettings.ini
Once you can edit the file, add the following block of text to the bottom:
And change the "Speed Multiplier" to whatever you'd like. =) You can also edit the other settings if you want, too (disable pickup, disable thatch notification, etc).
Note: You'll need to restart the server for the changes to take effect.

I think I found the bug you're seeing. Thanks for reporting it. =) I definitely tested in single-player prior to release, I'm not sure what changed. I've got a few other tweaks I'd like to make to this mod, including making all of the admin-settings accessible in-game so you don't have to mess with the INI file.
I'm working on a Halloween mod at the moment, but as soon as it's released, I'll come update this one. Sorry about the wait.

Yep, that's how it'll work in the next patch. There will be an "Admin Settings" option in the Multiuse Wheel (but it'll only show up if you're an admin), where you can change the settings for that specific compost bin, or update the settings for every compost bin on the server. =) Should be a whole lot easier than updating the INI settings.
