this is how i would make the gun. power, but takes a little time for firing, since we shouldn't make it too mucn of a overkill.

Damage is based on proximity (Somewhat like flamethrower)
At Minimum range, 120% damage, maximum range 70% damage.
-66% clip size (2 shots)
+50% reload speed
-reloading with one bullet left wastes it, like the Force a Nature.

I agree with almost everything except for the 10% less damage.
It should be the opposite of that and add this: 15% Less accuracy

I got one for ya. Here we go:

The Double Agent

Both shots fired at the same time.
With each successful shot, damage increases by 20%.
Damage Buff stops at 175% PER pellet.
Bazaar Bargain rules.
If the damage dealth by the gun is less than 70% of the maximum damage (not counting crits) WITH the CURRENT buff, the count decreases by 1. Otherwise, the count is increased by 1.

EXPLANATION:

A spy has a 1-shot gun that deals 120% damage of a regular revolver shot (having same damage dropoff, etc). If the gun hits 70% of its point blank damage, with the current buff at 0, (70% point blank damage = 50) it's count will increase by 1, giving the gun a 20% damage buff (putting it at -20% damage). Now, a mid-range shot will deal ~64 and point blank will deal 96 damage. Now, the spy has to reload. After the reload, if he successfully deals 70% of the point blank BUFFED damage (67), his count increases again. If the spy fails to hit more than or equal to 67 damage, his count goes down 1. The process continues.

Given this, the absolute maximum damage possible with this gun will be 350% point blank revolver damage (210), which is an incredibly high amount. Now, this gun might look really powerful, but it is hard to consistently keep hitting those close-to-point-blank shots, since the spy doesn't have a lot of health, and the decreased reload speed really exposes him to high risk. On the other side, if the spy actually manages to hit all of those shots, he gets a huge buff, since the damage that he can output can point-blank one-shot 8/9 classes. It has a slight balance, since if the spy is disguised, his damage will get dropped off, preventing the spy to constantly keep shooting and cloaking away, coming back to finish off the players. This gun pairs up really well with the Your Eternal Reward, since with YER one cannot disguise without a backstab.

This gun acts as a good weapon if the spy gets a failstab, but this gun also has a giant punish if the spy misses (long reload, only 1 shot, no other ranged options). Since there are 2 pellets, both should have a high pellet spread (not damage spread, but the spread of the beggar's bazooka).

I have something way different in mind, so you can get away from pyros:

+100% crits on pryos
-66% Clip size (2 bullets)
-Slower reload speed
-You are marked for death while holding
-20% less damage vs Players
The Actor's assassinator
+Crits on headshot
+crits on backshot (is there an actual name for this?)
+33% reload speed
-66% clip size
-33% less cloak energy
+50% explosive vulnerability

-33% less clip size
-25% less ammo
+shots leave tags on enemies,buildings and more(let's you see them thought wall for a short period of time let's say mad milk recharge time)
+while disgiues you can move as fast as a medic(but not a scout)

This would change everthing about spy.marking targets would help the team.seeing when a heavy is coming a specially.
