Yes, Dragon Forge is used to spoil dragon souls, as it uses them for fuel.
If you needed a faster way of getting Spoiled Souls, grind Dragonplate armor pieces in a grinder, since they also use spoiled souls to craft and are dropped by wild dragons when killed sometimes.
Talking about any issues pertaining to the dragons in plural does not help me at all, since only the Pygmy use shared file systems. If you are talking about Fire Dragons, the issue might be cleared by now, if not, I'll have to check back on the files. If it's about the other dragons, I don't know why they wouldn't be able to be force fed narcotics.
If you put them into a toxic dragon inventory they spoil immediately
