im going with chara because Frisk is the one who starts genocide. Why else would Chara thank you when you turn everything to dust? Clearly, Frisk is the truly evil one in genocide.
i have thought about this ALOT, and played all routes ALOT so try not to argue :p
Basically, it's the player who is the evil one. It is the player who chose to kill all those monsters. Chara could only watch as the player slaughtered all their friends. Check out what Chara says when you fight Undyne, they seem like they WANT Undyne to win, so they can stop killing more friends. And when Undyne dies, Chara seems depressed. And if you do a 2nd genocide run, Chara will suggest going Pacifist next time.
As for the soulless Pacifist ending, the player taught Chara that to survive, it's killed or be killed.
