I have just had a Full Retaliation in Australia where the Advent strength is 2 and I only have 3 rebels on intel. I thought retals required a minimum advent strength of 4 and at least 5 active rebels. Granted it's possible my rebels could trigger a retal if 2 of the 3 are faceless (that seems unlikely since I don't think I have recruited anyone there since the last rendezvous) but that still doesn't account for the advent strength, are strength 2 retals a thing that can happen or is this some sort of bug?
