LW2 All soldiers level up every mission

I’m new to Xcom2 but think this might be a bug:

When in combat, I sometimes see msg on a player like “Earned promotion” However at the end of the mission, every player seems to have earned one….

Is this a bug?

depends what mods your using. Never got that myself. check 'mod options' in menu
