Half the time, recruit means new rookie soldiers for your Avenger soldiers and squads. Only never worth recruiting once you have all the 'squad teams' you need. The main thing is to assign soldiers (Technicals are best with Exo or War Suits to give extra rocket) to the haven with a Scanner equipped to stop the haven raids.
