Specifically, I'm wondering which workbench I craft it on.

I do not know where I am suppose to craft it. I have my hands on the Alliance Crafting guide, but I cannot find the workbench.

The first workbench you have to craft is called the Planning Table. You can craft it from your basic crafting menu (press [C]). It looks quite similar to the Inventor's Table, so it's easy to miss!

Once you've crafted the Planning Table, you can use that to craft all other Alliance-themed crafting tables. Hope that helps!
