can some one tell me how to obtain the new stealth tech fome the Creon Embassy

You have to complete the quest for defeating the Ruin, then head over to the Creon Embassy and speak to Chacharra, the Akkimari visitor. They'll ask you for five diamonds before transporting you to a special testing location. Complete the test course, and you'll unlock the stealth tech!
