Yeah it's been a while xD No I don't think I've ever found a solution

Dude I just found out myself, to get guards and soldiers from their beacons you need furniture or objects like a weapon supply crate or weapon decorations (from the race youre trying to get from the deed) and in combination with lights, doors, wall (background walls too) not sure if the walls and doors need to be from the race but you can just test it out and find out, personally I just used objects and walls from the race (avikan) and were able to spawn the beaconed tenant.
