As they're forced Tier 6 threat level, they are probably more common in high difficulty systems than anywhere else if they still obey vanilla spawning behaviour.

The Peculiar Anomaly looks like a cyan-coloured version of the regular anomaly. You'll definitely know it when you see it. It has a random spawn chance every time a new encounter gets added to the navigation menu, so it's just a matter of time before you find one.
If you want to speed up the process a bit, you can enter admin mode (type /admin), then use the following command to speed up time:
