The Peculiar Anomaly that they spawn in (which is coloured blue as opposed to purple on the navigation screen) always spawns as a level 6 encounter. It can spawn in any system - even on Gentle stars - but it ignores the threat level of the system and is always forced to spawn as a level 6 encounter.
