I think the reason it dose that (or, rather, doesn't do that) may be because of the same reason why facilities unlocked in the outpost stay unlocked even with new characters, if so the solution may be to stick the ring in a container, rather than have it drop from an activate-able object. Granted, I know nothing of coding or anything so I could be way off

It's actually a bug that's entirely my fault! I updated the script for objects that drop an item when interacted with, but that script update caused an incompatibility with existing objects of that type. A small adjustment to the script has already fixed the issue on my end, but I'm still working on a few other things before I can release the hotfix.
