How to get Alliance Weapon mods

How do i get weapon mods for the Alliance weapons? Is there a way to craft them, or can i only buy them from certain merchants?

You can buy attachments from Aberos, a merchant found in the Creon Embassy. He's in the same area as the teleporter, right next to the weapon shop. He'll offer you a couple of quests that unlock better attachments, too.
