A suggestion for the Free Nations
When they annex the Superstates they get an event where they decide what to do with the nations that you annex (e.x: Free Italy, Free France, etc) in which you liberate them, puppet them or annex them like in Kaiserreich in which when you defeat France you decide to annex them or puppet them.

or just release nations like other normal games after u win but still good idea :P
