Less Aggressive Bots?

Is there any way to make bots less aggressive? I've set bot_damage in my server_checkpoint.cfg file to be 0.1, and my ins_bot_difficulty is set to 0, yet I'm still getting headshot as soon as I start the map, which doesn't happen to me when I play the vanilla version of the game. Am I missing something?
