you get by excavating an site in a system thar is outside the galaxy, and the id is: gpm_r_time_displacer
(You should be able to see all the ids, from buildings id to modifiers id in the mod folder)

On a related note, maybe I'm being dense, but what does FTL Speed even do/affect?

I believe it refers to the ftl charge time, the active effect seems to allow instant hyperspace window openings.

How long does it take for the passive effect to grow stronger? anyone know?

Ive been trying to find the mod folder to no avail. I know this discussion is old, but this is the closest ive been able to get to the relics id. Been trying to get the ids of all, mainly archaeotech shield generator, but I cant find anything.

assuming you are on pc, it is steam->steamapps->workshop->content. then a tip to find which folder its in is go into workshop subscriptions and look for date modified or date subscribed then sort the folders by date... that should help narrow it down a bit.
