How do you get the badlands ringworld decision modifier? It's been a while and I never got the tech. I'm not even sure there is supposed to be a tech for it. The decision don't show up, I have already colonized ringworld segments? I am not a gestalt empire.

Is it locked by government form, do you need a badlands planet in your empire?
