Starting System - Precursor Mod activation?
Hands DOWN, this is my absolute favorite mod in the game.

Question is, when creating a custom starting system, I've noticed that some of the precursor mods seem to require "triggers" to get the full impact. Such as, no extra envoys if I add Capital Complex, and no Manufactorium constructor if I add the Manufactorium mod. Is there a way to initialize effects like that properly, or is that not the intended use for modifiers?
