Some people posted about this before. I think you need the perfect world DotA (aka Chinese DotA) in order to be able to buy the other heroes.
As of yet, i didn't find any other solution as for how to get them :/

From I can tell, you don't need Perfect World DotA, but you do need Alipay or Wechat in order to purchase.
