Aztec spawn sometimes gets bumped to Southern India...
I'm doing an autoplay game to test a set as best I can for a multiplayer game my friends and I are planing,and all is very stable nearly 400 turns into a standard game. Not a single crash, not too poor turn cycles, solid AI performance, but... I just discovered that Montezuma got bumped to India.

No, they did not displace Ghandi, they just seem to have spawned in Southern India. My suspicion is that they were bumped in priority by Mexico City, but I'm just unsure as to why that happened. IS Southern India on the same Y- coordinate as Mexico City on the opposite side of the map? I just don't understand why, and need to know how to prevent in the future besides removing Montezuma from the game. If you got nothing, I'll try manually selecting city states and leave Mexico City out, see how that goes.

In any case, it is an odd issue in a completely stable game. I should also mention that it has happened in the past at least once in the same way.

Any insight?
