Leader selection pool missing in single player mode

The leader selection pool is missing when setting up a single player game with this mod enabled. After disabling it the pool comes back. Multiplayer mode not affected. This is tested with all packs and updates installed and enabled, and the latest version of CQUI enabled.

I prefer the selection pool from the mod and it's incompatible with civ6 method, so I don't plan to implement compatibility.
