[Bug] +999 turns for specialty district
Hi, I am encountering a bug which I believe starts to happen after Feb 2021 update with the map Play Europe Again (though I only played it once prior to the update). The bug is that around turn 180-200 (standard speed), I started noticing that ALL cities beginning to take forever to build new specialty districts, eventually it would take 999+ turns. Non-specialty districts as well as building and units are produced normally. This bug happened twice (out of two total games) since the update. In the second attempt, I turn off Barbarian mode but it seems to make no difference. I'm playing 22-23 civs, 20 city states, TSL, standard speed. I have all the expansions. All game modes are on except Apocalypse and Tech Shuffle mode. The only other mods I have are Simple UI Adjustment, Better Report Screen, and Extended Policy Cards. Thanks for making such great mod!

Oh Thanks!! I did have Culture Industry on...it seems like this bug is specific to this update, I had this policy in earlier games as well. Glad it's not the map!
