Egypt true start location makes it impossible to build the Suez Canal

The borders of Egypt's capital with their true start location makes it impossible to build a settlement that allows for the suez canal since you cannot raze captured capital cities.

You could conquer their capital and build a canal if there are not luxury resources in the requires tile. Also, you could install a mod that allows you to raze capital cities, or as I did, use that one mod that allows you to remove luxury resources to build a canal in that tile.
