Upgrading your own knights order troops question
I saw a streamer be able to upgrade his troops by using a follower, however when i attempt it i can only pay a large sum of money to upgrade,

The streamer used his follower to TRAIN the knights, if that is what you mean by 'upgrade'. Followers can only train CKO(custom knight order) troops, not the premade ones that already exist around the world such as Silvermist Rangers, Knights of the Ebony Gauntlet, etc.

So if you start a CKO then definitely do not spend any money upgrading them until they have completely maxed out on your follower skill levels, after that you can pay.

Do you have to talk to your follower and ask them to do it, or do you have to talk to the steward of the keep with the CKO?

You have to talk to your follower in the party menu to "Train" your CKO. You talk to your steward of the castle that your CKO is located to buy them new equipment.
