1. Is it compatible with LW2 1.5? Meaning mostly in terms of balance.
2. Is it compatible with Make PsiOps Great Again (if you are familiar with the mod)? This is more of a wishful thinking question, since one of the requirements is asking for unchanged Psionics department.
Yes, it should be compatible with LW2 1.5 unless there have been major changes to the Mod. My understanding was that LW2 development was permanently halted long ago, so I haven't keep in touch with the project.
As far as balance, that can be subjective. This mod went through a few iterations to get the spawning rates correct. I think the end product was right on the money for my game environment. Of course, you can tweak most balance variables in the config file.
As far as the PsiOps mod, I can't say. If that mod added a special PsiOp class that overrides the base class, it won't be able to equip the Psionic Reaper. Other then that, the Warlock will be 100% compatible as an Enemy Unit.

I also put in the commented code to make it WOTC Extract Corpses compatible
