My suggestion for the stats :3
1: -35% the speed of attack
2: 70 damages
3: +15% more to remove/store the weapon
|Specials|
4: 2 ammunition used for operation per second
5: Make a big noise when activ
6: The impact of the balls is reduced by 2
7: +20 health for the user.

And I forgot to say that: possibility to switch off / turn on the roaster like the minigun (extinct: 5 damages)

The Painsaw - level ???


Positives:
+35% firing speed
+15% Damage
+Have rage (MPHHHH in pyroland): When you activate rage (MPHHHH), you are moving faster (20% more than normal axe) for 7 seconds.

Negatives:
-25% range
-No random crits
-Needs two seconds to deploy the weapon
-10% run speed when you are holding this weapon
-After using rage (MPHHHH) Pyro can't use this weapon for next 7 seconds.

Your stats are good, and for the level of this weapon, I think, lvl 25 (I'm not pretty sure).
