I hear you about the whelps. They are a neat shoulder mount, unfortanatly youll have to brave a hostal area to get on. To make matters worse, you wont always find a whelp (or other dragon) in the same area twice. Since all animal work on a weight system, it takes curtain amount of animals to be removed from the location before a new "type" of dragon (or animal) will spawn. My best advice to you is to aquire a manuverable mount and patrol a particular area your interested in.
Also, if you have alter the amouts of spawns, besure to dino wipe for the affect to take place. If not you will be waiting quite awhile for thos figures to take place. Best of luck hunting.
