First you need 1 of the offensive perks under the block skill tree, either focused discharge or wild discharge. Acquiring either one of these perks adds 3 new alteration spells to your magic tab. Equip the defensive staff, and use one of these conversion spells to change it to an elemental attack. Use the discharge staff lesser power to turn it back into a defensive staff.
