I took this mission to evacuate civilians from one island to another. However, I found that I couldn't move the civilians into the boat. How do you do that, and is there a place that shows you how. I looked into my interaction menu with them and arrest, move and other functions were grayed out so I was about to see if I could spend 30 minutes getting them to swim across but then blurp and i died. Probably because I spent like an hour trying to figure out how to move them as the guerrillas were advancing on me...
