Report a translation problem
The other buttons (Shroud dial too) are fine, never had that issue once with those.
I even tested it in a playthrough with only this mod active, to confirm that there is no other mod interfering and the bug persisted. So i guess it really is a bug :)
I didn't encounter the bug much at all prior to 2.0. The problem that I see is as follows:
When you enter diplomacy, vanilla Stellaris flags your country as 'in diplomacy'. I made the button deactive when you had that flag to prevent opening multiple diplomacy windows with the same enclave at the same time. When you finish your diplomacy and the window closes, your country loses the 'in diplomacy' flag and the button is enabled again.
The problem here is that the art monument event (maybe others too - I'm not sure and unaware of others) are bugged so that no matter what option you choose, diplomacy just stops, and isn't concluded properly - you still have the 'in diplomacy' flag. Notice that when you purchase the monument the diplomacy window closes. If you contact the enclave again (through the contacts screen), the greeting message will be 'thanks for buying a monument'. Likewise if you don't buy one, the window closes, and if you open communications again, the message will be 'very well, don't buy it this time', or something to that effect.
I don't want to bugfix those events in SpeedDial, as I want SpeedDial to remain compatible with other mods - I don't edit any vanilla events in this mod.
I've posted a bug report, so hopefully Paradox will fix this oversight in the next patch.
