Can't Torso Twist in Urbanmech
I got the mech to work, but it appears that I'm having some kind of wiremod error where I can't torso twist properly. Any ideas what might be causing this?

Haven't heard of that before, though the E2 is what controls the torso movement, are there any errors being output in your console? Do you use the workshop version of wiremod?
To answer your questions briefly, yes there are errors being output in my console. I am using the workshop version of wiremod. Instead of copying the whole console errors here i pasted it in a pastebin.

You can take a look at it here: https://pastebin.com/ki57N0v3

What exactly do you mean by E2 controls the torso movement? Is it WASD controls for the mech? I'm fairly new to this mod so I don't know what you mean.

Answer is in the bottom post of this disscussion https://steamhost.cn/steamcommunity_com/workshop/filedetails/discussion/909795638/1319961857045707065/

Basically the guy who made SLVbase npcs was a bad coder and tries to override the functions of every entity in the game instead of just the one he needed to which breaks the wiremod Camera Controllers, making it impossible for you to torso twist, as the torso uses the camera controllers to see where you are looking then turn that way.

Also what I mean by the E2 controlling the torso movement is that in wiremod E2s are little computer chips that contain and run code. The Urbanmech uses them to control the camera and torso and gun movements.
So I would have to go through each NPC pack and unsubscribe from them until torso twisting works with the mech? Is there any way to pin point which addon is causing the errors and disable that instead?

If the NPC pack openly states it has SLVbase then that would be the first to target, otherwise gmod does have an enable and disable addon button ingame if you click the addons button on the main menu. You could use that to disable without unsubscribing, though you'd likely have to disable it before loading a map for it to take effect.
I found out what the issue was. FalloutSNPCs was causing the issue. I'm going to leave this here to help out anyone else that might be having issues with the mod. You have to disable all of these to make the mod work.

Thanks, that should be useful to anyone else with the issue.
