I had to copy some mail files from the 'Russian Mail Transport Pack' to both Nafeys mod directories to be able to use the cars. I don't remember the exact paths, but basically, you will get an error when you select the car and it will tell you the missing file name and file path.
What you need to do to fix this error is:
1) Make sure you are subscribed to the Russian Mail Transport pack and open its location in Windows Explorer. On my install it is:
C:\Program Files (x86)\Steam\steamapps\workshop\content\446800\1165795515
Then navigate to the file path (under the above directory) and then create the same path in the Nafeys directories, which on my machine start here:
1890:
C:\Program Files (x86)\Steam\steamapps\workshop\content\446800\1360670052
1950:
C:\Program Files (x86)\Steam\steamapps\workshop\content\446800\1362900735
I think the files were:
res\models\mesh\industry\cargo\cargo_mal_small.msh (and .blob)
and also:
res\models\material\industry\cargo\cargo_mail.mtl
I copied the files from the mail pack to the exact same path under each Nafeys mod dir (create the path if it does not exist .. I think I had to create res\models\material\industry\cargo\ under the nafeys directories).
Sorry to sound dumb, but how exactly do you "turn that off".
So, here is the file location (note: For Linux and Mac (or if you hare not using your C: drive, or altered your install location,etc,), this will be different .. but the parts after 'steamapps' should be the same):
C:\Program Files (x86)\Steam\steamapps\workshop\content\446800\924099338\
Locate the file named settings.lua, open it in a text editor (notepad+ is a good and no cost text editor)
Once you have the file open .. make the change the following variables:

Person_capacity = {1},
Extractive_industry_cost = 0,
Producing_industry_cost = 0,
Manufacturing_cost = 0,
Base_weight = 1000,

}
Once you make those changes, save the game.
