I'm also having that issue. I believe it's a relatively recent issue as I remember this working the last time I tried to adjust my bus capacity.

Same can confirm, having this problem. You can edit the vehicle values, but cannot press the APPLY button.

I've also been having the exact same issue. Apply button is unclickable, and hitting enter does nothing.

Stupid work around, but try going to the trains editor first and then switching back to the vehicles you want to edit.

It appears to be kind of bugged and the inactive element for having train engines on both ends which only shows for trains still catches the raycast of the mouse, making it impossible to click the apply or default button. After going to the trains tab and going away from it the element properly deactivates and you can press the apply and default buttons, though you have to click on the lower half, so something is still funky there.

Now I'm just gonna uninstall this broken mods and use Advance Vehicle option instead, it's more organized than this mess.

I'm glad I'm not the only one having this issue. Hopefully a fix will be implimented!
